Yet the negotiation that sets it, once every seven years, is among the hardest-fought events in European politics.<\/p>\n<h2>The seven-year framework<\/h2>\n<p>EU spending is planned in a multiannual financial framework, a seven-year ceiling agreed unanimously by member states with the Parliament&#8217;s consent. Annual budgets are then adopted within it. The unanimity requirement means any single government can hold up the entire framework, which is why negotiations routinely run long and end in late-night package deals.<\/p>\n<h2>Where the money comes from<\/h2>\n<p>The budget is financed mostly by contributions based on each country&#8217;s gross national income, along with a share of value-added tax, customs duties collected at the EU&#8217;s external borders and a levy based on non-recycled plastic waste. Debates about new own resources, dedicated EU revenue streams, resurface with every budget cycle.<\/p>\n<h2>Where the money goes<\/h2>\n<p>Two policies have historically dominated spending: cohesion policy, which funds development in the EU&#8217;s less wealthy regions, and the common agricultural policy. More recent budgets have shifted weight toward research, digital policy, border management and climate-related investment. Spending is also increasingly tied to conditions, including respect for the rule of law.<\/p>\n<h2>Net payers and net recipients<\/h2>\n<p>Because contributions track national income while spending flows disproportionately to less wealthy regions, some countries pay in more than they receive.
