It is also a unique experiment: a single currency shared by many sovereign states, each keeping its own budget, taxes and debt.<\/p>\n<h2>Who is in, who is not<\/h2>\n<p>Most EU member states use the euro, and all except Denmark, which holds a treaty opt-out, are formally committed to joining once they meet the convergence criteria: stable prices, sound public finances, a stable exchange rate and converging long-term interest rates. In practice, several countries have remained outside for extended periods, by policy as much as by circumstance.<\/p>\n<h2>One central bank, many treasuries<\/h2>\n<p>Monetary policy for the whole eurozone is set by the European Central Bank in Frankfurt, whose primary mandate is price stability. Fiscal policy, meanwhile, remains national. This combination, one interest rate but many budget policies, is the eurozone&#8217;s defining tension, and EU fiscal rules limiting deficits and debt are the attempt to manage it.<\/p>\n<h2>Lessons of the debt crisis<\/h2>\n<p>The sovereign debt crisis that began in 2009 exposed gaps in the original design and produced new institutions, including the European Stability Mechanism, a permanent rescue fund, and a banking union that placed the largest banks under common supervision.
